User Constraints¶
~UC_T¶
The User Constraint time-series row format. The tag header carries
the UC's identifier, year, and limit-type using ~-separated
parameters: ~UC_T: <UC_id>~<year>~<limtype>. A real example from
Scen_RE-Targets_EMBER.xlsx :: Ember (the UC_RHSRT~2030~LO
identifier sets a 2030 lower-bound RHS for the constraint):

RegionGroup support was extended to UC_T in 4.1.1.1 (May 2025),
so the region column (or any region-named column) can carry
RegionGroup names. Dimension allocation priority for column
headers: attribute → currency → lim_type → region → side → time_slice →
year → commodity.
~UC_Sets¶
Defines element sets that subsequent ~UC_T rows reference by name. The
tag header carries a region scope via R_E: (the regions over which
this set applies). Each row binds a set name to its members.
Real example from Scen_RE-Targets_EMBER.xlsx :: Ember:
